Phase I environmental Site Assessment California and Phase II Environmental Site Assessment
When we talk about Environmental Site Assessment (EA), we mean to ascertain the Environmental Impact Statement, which is to ensure that the decision-maker for the land is well- informed of the environmental characteristics and outcomes before making the final decision for it.
There are two assessments done in particular:
Phase I environmental Site Assessment, California,
Phase II Environmental Site Assessment
In this blog, we will brief you about both of these phases.
A Phase I Environmental Site Assessment is a report asked by a lender/investor that identifies any potential environmental risks linked with the subject property.
While assessing the land, it is essential to meet the criteria set forth by lending institutions or investors. There are some newly revised standards set forth by the ASTM E1527-13; the changes include:
- Vapor Migration Potential- The report should consist of the risk of vapor incursion from subsurface contamination arising from onsite or offsite. It is done to consider a vapor encroachment situation.
- Agency File Reviews-The Environmental Professional must find all accessible regulatory file reports in the Phase I Environmental Site Assessment Report.
- Revised Definition(s)-“Controlled Recognized Environmental Condition”- A controlled recognized environmental condition is a subset of the perceived environmental condition level.
Phase II Site Assessments
Once Phase I Assessment classifies a probable contamination risk that needs a further investigation, there comes the Phase II Environmental Site Assessment Report. Phase II verifies the presence of dangerous materials on a subject property, helping protect a potential buyer or any interested party on the matter from environmental liability. Each property demands proper sampling and laboratory analysis, as the issue identified. Some of the tests that may be performed include:
- Surficial Soil and Water Samples
- Groundwater Monitoring Well Installation, Sampling, and Analysis
- Drum Sampling
- A Sampling Of Dry Wells, Floor Drains and Catches Basins
- Geophysical Testing for Buried Tanks And Drums
- Examination of Underground Storage Tanks
- Subsurface Soil Borings
- Transformer/Capacitor Sampling for Polychlorinated Biphenyls
